Reagan is the last president included in the set and he was the 40th president. 40 minus Carter (39th president and still alive) = 39 coins. The problem I believe from a close examination of the coins IN THE CASE/BOX is that Lyndon Johnson appears to be missing. 40 presidents thru Reagan minus Carter (still alive) and minus Lyndon Johnson (missing) = 38 coins actually in the box per the picture when there should be 39. **Q: Are they issued by us governmet ?** A: Coins yes.
