I always do a final wash around my eyes and the rest of my face soon after, using a nonfoaming cleanser, so I can't say how well these pads would work if one wanted to immediately reapply makeup, but I suspect that these pads would work better than other makeup removers I've used. I wouldn't recommend it, though, since the concentration of ingredients that is allowed by law tends to be higher for products that are meant to be rinsed from the skin, and bloodshot eyes aren't a good look on me!
