I would call it rain resistant. Generally should keep things dry in the rain. As for bugs, probably the same: resistant. but bugs being bugs will probably find a way in if there is something attracting them. **Q: Does this come with one or two adjustable shelves?** A: It has 1 shelf **Q: are the pieces sealed or will water and bugs get in?** A: Not sealed. If it gets rained on, it should be protected from water on the top but the bottom can't be in standing water. I sprayed the hose around the bottom and a little water splashed under the edge of the doors and I found a lizard in it this weekend.
