No, this is an external only pump.

Can i regulate it to 5psi

You can use a regulator with a needle valve and tank return to drive carburetors @ 3 PSI or so, or you can drive CIS with system pressures in excess of 6 bar with this pump. It'll also happily do EFI, which typically runs about 3 bar.
