Question 1

I am searching for current leak in a boat (12v battery).  Will this dial down to low enough amps to diagnose?  Thanks.

Yes, the Innova is great for finding parasitic leaks in boats and cars. Turn everything off..... EVERYTHING and then disconnect the negative battery cable. Insert the meter in series with the neg bat terminal and the end of the cable. If there is a current leak it will show on the meter when it is set on the AMPS function. Becareful that you don't turn anything on when the meter is connected because the AMP mode is not fused. If a current reading shows on the meter start pulling fuses and disconnecting devices until the reading drops to zero therefore isolating the problem

Can I use this meter to test for bad circuit breakers at electrical panel or electrical outlets at home?  I'm newbie; want learn how to use.  Thank u!

I would advise against it.  This is only a CAT 2 rated meter.  That means the internal safety features are not sufficient to handle the higher potential voltage and energy that could come about at a meter panel.  http://www.ni.com/white-paper/5019/enYou really want a CAT 3 meter if you want to measure any live breaker panels.If you are going to test for bad circuit breakers that are disconnected from the live wiring then you could use this meter to check for continuity and the like.  Do not use this meter on anything more powerful than a wall outlet.  CAT 3 meters are available for not much more money.

What's the lowest ohm reading it is capable of? 0.01? 0.1? 1.0?

It may have 3 digits but it can not accurately measure milli-ohms, nor can any other meter that is not using a 4 wire probe setup and one that costs at least several hundred dollars. There is so much involved in getting milli-ohm accuracy I could write for hours, for example just the pressure and angle of your probes, the proximity of the wires to themselves, other metal object, flex of the probes, the fitting of probes in the meter, and thats just 1/10th of probe issues, then take in account of the power supply related issues, pcb design issues a to d conversions and no way can a 18$ meter give accurate or even relative accurate milli-ohm readings. It is just a common marketing ploy.

Question 4

Does this unit have CONTINUITY testing to determine which are the traveler wires in a 3-way switch outlet? It has a HORN icon which looks like it would beep if continuity is foun (e.g. the travelers going from one to the next switch box) but I don't see CONTINUITY testing in the features list. Thanks!

I don't know enough about residential wiring to answer your question, but yes, the HORN icon is what you select for continuity testing, and it beeps when the circuit is complete.
