Does it sharpen charcoal pencils?

Yes, to a nice point without breaking. Advise removing the pencil before the sharpener comes to its complete end. Otherwise the tip will be too fine and you’ll break the very tip off the first time you apply it to the paper. Otherwise, makes a very nice sharp point, even on a soft charcoal pencil.

Can this sharpener sharpen Koh-I-Noor Woodless Color pencils ?

I think being wordless most sharpeners won't. Color and most pastels pencils can be sharpened with this. Note. Mine broke after 3 months
