Yes, they are, but I always like my leggings not too tight so order a size up which seems to work well and fit very nicely. They are a good quality and I really like them.

Size seems true, not cropped on me though, ankle length. I'm 5'4

do they go baggy at the knees

No I haven’t found mine do but when you wash them pop them into a wash bag or pillow case. I will say I don’t ware them continually as I have a few pairs and also ware jeans. Good luck 😊
