Is this item returnable if it doesn't work for me?

NO! Not at all, Amazon says it's hazardous therefore non-returnable. What a JOKE! They can ship it but can't take it back? BTW, these are nearly empty upon arrival, not a hint of liquid in the cans, 50 breaths in each can? For a one lung baby maybe.
