Love it and bought it more than once

This is confusing cause the description says 2 packs. And I ordered 2 counts and paid 29 dollars then I only received 2 packs. I ordered it 4 times already. Two times they got it right and two times they got it wrong. What shall I do?

The order is 2 pack but I received only one pack
