How do you sharpen/ hone these tools? How often? Please be specific as I am new to carving.

I use a black Arkansas slip stone from Dan’s Whetetones when needed. Can’t give a definitive answer to “How often?” Depends on operator use so to speak.

where are these chisels made?

The only thing on the product itself is "swiss made". You might check with Woodcraft, they could probably tell you.

I want to carve bas relief on wood. Is this the right set of tools for a beginner?

Yes, it is a good set of tools. It may not have the size you need but certainly it will give you different tools to try out until you find out what you need. They are the best quality so that you don't get discouraged because of the tools themselves which is handy because I'm a newbie too.
