Can i use this kit for the Ashford Elizabeth 2?

Does this come with the nylon rod that connects the treadle with the wheel arm?

Both hinges connected to the treadles on my Ashford Kiwi 3 spinning wheel broke in half. Would this kit help me replace them?

There is one leather conrod and one non-leather (I don't know what the material is) in the kit (You can see them side by side in the picture). The conrod is the piece of leather or other item that connects the treadle to the rod making it possible to step on the treadle and make the rod move so that it moves the wheel. If both of these are broken, you can replace with one of each type, but that would not be ideal. You are able to purchase two of each. A better option would be to purchase from Ashford (in NZ) or an Ashford dealer--The Woolery in KY comes to mind.

Can it be used to process raw cotton into yarn?

Yes, the 'spinning wheel' is a machine for individuals to twist the fibers so they will hold together thereby making yarn. Whatever fiber you use (in this case cotton), you may have to do more processing before spinning to get the finished product to get the finished yarn looking the way you want it to.
