I'm confused on the size of the item. What is 3/8 inch? Is it really 3.5 long x 2.8 high x 3.5 wide? and is that with them hooked together?

These are very small. Nowhere near 3.5” long.

Can I buy these in bulk? I need about 24 in this size for a project I'm working on?

That sounds more like the package dimensions. The individual hooks and eyes are about 1/2 inch.

Would these work well as a clasp for the flap of a handbag or backpack?

I suppose they could but I feel like they might be tricky to install and use like that. They are intended to go at the neckline of a coat or cloak.
