are the exclusive characters on ps3 already unlocked if i buy the game used?

How to unlock characters?

You have to keep playing the story mode

When the game was first released there was a controversial dlc on disc thing happening. Whay do they mean by that? Are the dlc on the disc?

DLC was on the disc. But we needed to buy it to unlock it. Was a big controversial at the time.
