It is a "bulb" pump sprayer made specifically for small fibers or powder. The bulb pushes air into the bottle to agitate the contents and simultaneously vents into the small exit tube.

Is the fine colored fabric sold separately? I have the kit but prefer to purchase glue and more bottles of fabric as I use them up.

Not available in any of these kits or distributors. They’re multiple outlets that sell velour flock in 100’s of colors. Some come in plastic bottles that are labeled and fit a bulb atomizer for small to medium repairs.
