Where are the factories that make this product?

The white model I received said Made in China on the packaging but was printed Made in Cambodia on the actual power supply.

Can the usb-c be used for anything other than power? my pi is powered from the juniper ethernet switch, would like to use the usb-c for a drive connec

Unfortunately no, the USB-C port is not a full implementation and was only meant for power. If you have a later revision rPi4b, it is possible to do some DYI and turn it into a USB OTG port, allowing you to access the internal rPi storage from another PC, but it is not a recommended change.

Can it be used to charge my huawei phone with usb-c plug?

I tried this with my LG phone, says slow charging.
