Q: will this work on the luth MBA-3 but

It will work, but you will have to file a small amount off the back side of the lower buttplate screw boss. It will actually work without removing any material at all, but there will be a very small gap between the buttplate and the stock because the boss will tighten up on the stud before the circumference of the buttplate tightens up to the stock. If the small gap is objectionable, then I suggest making a couple file strokes at a time and reassembling to check fit until you are satisfied. If too much material is removed, the pinch on the stud will be lost and it will move from side to side when assembled.

No this swivel stud is for the butt stock.

Q: Would this work on the stock of an M&P 15?

The AR sling Swivel stud is a replacement for the std mil. spec sling loop on std A2 stocks and Mil spec CAR adjustable stocks. So if you have the CAR stock on your MP15 it will work.
