Would it fit 5/3 inch height boy

Not likely. I purchased it for a boy who is 4/1 inches in height and there was just a little bit of an overlap. I would imagine that you would want to go up in size. Another tip; if the boy you are buying this for is a bit fuller in size, you may want to take that into consideration as well. These are sets especially the tops are a bit on the snug side. They are meant to be worn with a bit of wiggle room.

does this company have a size chart?

The chart size was not helpful at all. My model was husky, so sizing did not quite apply to him. I had to return the first one I ordered and hoped that the new order fitted.
