How am I supposed to use these chips? They won't light!

I used them to make my own oil. I soaked the chips in a carrier oil(i covered the chips and had an inch above them)for 4 months in a small mason jar. Kept in a dark area and I would shake it up every other day. (Usually I only soak for 6 weeks to 3 months but because these are wood chips rather than herbs or a more porous substance they took a little longer). Hope that helps.
