It seems the 21st most popular fixed blade hunting knife isn't a knife at all, but a knife sharpener. am i missing something?

No you are not missing anything. You are right they misrepresented the item, it is a knife sharpener and pretty good one too, but it is categorized by Victor Knox as a fixed blade knife sharpener this is why it comes up as a fixed blade.

What is the grit values for ceramic and diamond parts?

I have no specific values. The 2 ceramic rods in the Eve on the tip resemble ones I have seen on other pocket 'sharpener' devices. The 'stone' part of the sharpener is useful for a medium edge on a pocket knife - you could not use it to get a razor edge as the grit is too rough for that.

Can you properly sharpen the scissors of a victorinox with this?

To sharpen any scissor just cut an aluminum can with them. The blades get sharpened in the area that is cutting the can.

will it work with other grades of steel? or just the SAK grade?

My V. 4.3323 has worked pretty well with other knives as well. Though, admittedly, don't know the actual grades of the other blades.
