If i am a small in us shorts what size will i do for theses shorts?

I'd go with medium. It's best to go the size up from what you would normally get. I'm between small and medium, and ordered a large. It fits perfectly.

How can these be both "cotton" and also "quick dry"?

Not sure, but they are a crappy pair of shorts.

Can you wear this shorts in swimming?

I believe they are not designed to swim
