is the bar adjustable? are the springs covered?

The bar does adjust only about 3" as I remember. We lowered it to lowest when we put it together for a 3 year old, but not easily adjusted as I look at it now without instructions. It does involve loosening screws. I also use it with my 200 lbs. and it is steady enought, I don't use the bar but it's there if I get off balance. This is a straps not springs tramp. The straps are covered nicely. I ready many reviews before purchasing this one. It has worked out very well for a crazy flying 3 year old and for this adult.

Could I use this in a second floor apartment without making my downstairs neighbors insane?

Absolutely you can! I live in a co-op apt on the 18th floor. My trampoline is extremely quiet Adams I'm 220lbs! I'm working off all the excess bear weight I gained for the winter!! It's a wonderful machine, THE BEST!!!

Is it steel construction?

I gave this as a gift so I can't say for sure but I found what looked like the same product on overstock.com and it is described as having steel frame construction. Hope that helps!

what extent have the legs ?

The legs are about 12 inches tell. This is a very sturdy trampoline. I was amazed at the quality - it is great.
