can i wrap it around both tires? so my tires dont get stolen

What I have seen is if your wheels are removable remove them and lock them and the frame together around a secure object. Also have the chain go through the seat spring and seat. They'll steal the seat too if they can't steal the bike. I guess they're paying you back for not letting them steal your bike. I use the separate lock and a long heavier chain as it is tougher. I've had too many stolen and they'll steal any bike.

Is lock getting stuck still an issue? What would I do if it got stuck in a public place, I don't won't to have paranoia about it

I have had my Lock for several Months and Have had No issues with a stuck Locking Mechanism, But i do have a loose lock assembly since the very beginning and its been though many types of weather.

Is this lock easy to fold up and sore in a bike seat bag?

It does fold up/curl up just fine, but it's big enough that you would need a good-sized bike seat bag for it, such as the one seen using the link below. It's a fairly heavy chain, so it would add a little weight to your ride. As for locking up my bike at my apartment, I've loved it. I don't take it with me when I'm mountain biking, so I don't ride with it.
