I want to use them as monitor speakers, but also use the Bluetooth function on my phone, can I use its Bluetooth while the audio jack is still in?

The Creative Pebble V3 has a Bluetooth/Source button that you can press to toggle and switch to USB Audio source ->Bluetooth->Aux-in. Once you've switched and selected the Source button to Bluetooth, you can hold the button to initiate Bluetooth pairing while the Aux-in jack is still in.

I just got a new monitor that unfortunately has no audio port, will this speakers work with it?, yeah I got usb port A& C.

There appear to be several different versions of the Pebble Speakers available on Amazon. The model I received had an audio cable that needed to be plugged into an audio jack. The USB was only for power. The description that accompanied your question suggests you may not need an audio cable with that version. Read carefully.
