Has anyone used this on diamond paintings? Does it make the sparkle of the diamonds go away and make them look dull?

The is a brush on product. So it will make them look dull.

is the glitter fine like a .004 or larger?

I can't attest to the .004 size, but yes, the glitter is very fine. It's like a rainbowy iridenscent kind of glitter. Very pretty!

Would this work on a glass candle holder?

Yes. I've used it to glue paper and glitter on cable holders.

Is the extreme glitter washable once it’s cured if used in wine glasses? And how long does it take to cure?

No the Mod Podge Extreme Glitter is not washable.
