It’s made of rubber so it will do just fine in water.

Are they heavy enough to break a window if thrown at one?

Never tried that. Ozzie, my sister's dog, loves to play catch with it when we take him for walks. It bounces high enough that it has the potential to break a window. I think it is a better toy for a dog than a child. Dogs don't throw it but it can handle a dog chewing on it without being damaged.

It's very small. Like the size of a tennis ball.
