Does this lock have any harmful chemicals Prop 65

Don’t put it in your drink or cook with it, if it mixes into your drink or food it could make you sick but I believe the report said you’d have to do that 834 times to have a negative affect on you. But on a side note I read just the paper from the Prop 65 rule could make you violently sick if you eat all the paper in just one setting.

Is it for outdoor use?

It hasn't fared well for us. We have an older one which held up for about 3 years before needing to be replaced. The lifetime warranty allows you only one replacement, so it really isn't a lifetime warranty at all. If you live near the beach, consider yourself lucky if it works for 2-3 years. That said, it is for outdoor use, just expect to lubricate frequently especially after rain or if you live near saltwater.

What's the diameter of the shackle? I need to make sure it can fit through a hole in a security box.

Lost the change key -- how to reset the combo without it?

you can just use a small screwdriver to push in and change the combo while doing so. The Key really just holds down the bar inside for you.
