Is usb both input or output? victor says can provide input power through the usb plug. tam says the usb can power other devices? so, i or o?

what size is the power connector? why won't companies publish this information?

What is the max current this could draw from batteries? also, if i don't pull 700 ma on the breadboard, will it still pull 700mah from the batteries?

I had an input of 12v, jumper in 5v position, but my volt-meter was reading 9v? 3.3v jumper worked for the 3.3 volts, but what’s with the 9v?
