Are the holes spaced 2" apart?

Well, they are 2 7/8" apart. Almost 3" on center for the punches but not quite. The holes are not spaced the same as a 3-hole punch, if this helps.

Will the holes punched with this be wide enough for a regular sized binder (one with 3 holes for 8.5x11 paper)?

The holes are preset to be exactly 2 3/4" apart, and there are only 2 punches, therefore 2 holes, 2 3/4" apart. No variability. I would say not appropriate for punching 3 holes.

How many inches apart are the holes? I need them to be 2 1/2" exactly

It depends on where you measure. Measuring from inside to inside of the punch bar it is exactly 2 1/2". The punch bars are 1/4" thick and if you measure from center to center of the punch bars the measurement is 2 3/4" I bought this to use with the legal type folders with the two fasteners on the "top" of a folder. I'm in law school and this hole punch is of better quality than hole punches provided at my school and law firms I've worked at.
