I have an old motorcycle with cracks in the rubber carb intake boot. I cannot buy a new one. Would this product be the best one for sealing cracks?

If the intake boot is for air, it would probably work. This product is gas resistant but not completely gas proof. I used it on a gas can gasket and it gradually deteriorated after a few months of being constantly exposed to gas fumes.

Will this work on a 1inch cut on a cv axle boot?

NO, not by it self. I have seen people glue pieces of old boots on over the bad sections but Replacing the boot is best for the life of your CV joint (before contaminates get in).

Can I use it for weather stripe in my car ?

i used it for a windshield rubber that was lose seemed ok
