can the bottom graph be programmed to show rpm?

Yes, but the range cannot be set. The shift rpm setting will modify the red point of the graph though.

Does this work on 2003 Jeep liberty?

It should work with any obd2 plug in. Follow the instructions to your preferences.

Once the unit is programmed will the unit automatically show, for example, MPH or must you reprogram every time you start the car?

Once programmed it retains the settings. It must have non-volatile memory because it retained the settings even when I unplugged the OBDC connection. Note this is the Plus version.
