Will these work to dim 0-100% using a fan with remote control?

This E12 led bulb is not compatible with APP Smart devices,and remote control may not dimming.

How do I get a replacement for burnt out bulb? Puchased it on May 2021 and 8 out of the 12 are burnt out.
