Q: Can an adult use this?

Yes, an adult can use it, it was my son Christmas gift but obviously I have to try it AND I LOVE IT and you can ride it with no problem. (I am not sure about the weight limit, 176 pounds is my weight )

Q: Can the handle bar turn 360?

The handlebar height is adjustable, but the handlebars do not rotate 360 degrees.

Q: Can the lights be turned off if needed?

Yes. There is a switch to turn them on and off.

Q: Does this scooter work for a 12 year old boy?

Yes, my son who owns one is 8 and his 13,yo brother 5'6" ride it also.
