Will it fit a 15.5 x 13.75 inch seat?

My seat measures 13.5 by 14.5 so not sure if it will ?

No it won't. A raised toilet seat in about 5 inches wide on the side. A toilet seat is about 1 inch. I have never seen one for that. You may want to explore the kind of cover that looks like a blanket over the toilet.
