I think these are too big for 28mm/ 1/56 right?

I play Warhammer 40k all the time and I can tell you that the barrels are to the scale of that game. Comes up to a little above the waist of an Imperial Guardsman.

are they hollow inside?

No, they are solid. Really they are quite nice for the price.

how many items per package?

This listing is for X5 Crates & X5 Barrels.

are these on scale for a Christmas village display next to an on30 train yard?

I don't know how large a on30 train yard is, but I can tell you that the crates and barrels are roughly the same size as a 28mm miniature.
