Do you need power to use this?

You needn't power to use this if you don't charge your device through this hub.

If the adapter requires 12w for operation, how can it possibly be used without being plugged into a power source?

Since this is a "hub" adapter designed with ports that are generally found on a computer, laptop, PC, Mac, and etc, it does require a 12 watt power source of some kind. This is designed to be used with a laptop, PC, Mac, or some type of device that can power it via USB-C port. If it's not attached to a computer type of device, then you will need a portable USB-C port charger in order to use this as a mobile device.

The device says 1gbps ethernet speed. is that the download & upload speeds for the device? or just download? if so what would the upload speed be?

1Gbs Ethernet speed indicated the device is standard Ethernet speed to the network. It is for both download and upload. If you are connected to the Internet and want to download or upload to the Internet, you are likely constraint by your Internet connection speed.

I am trying to charge my iphone via the usb while charging my computer and it is not working. does this charge iphones as well with necessary cables?

Please know the PD C port on the hub only supports pass-through charging to the computer it's connected to. The USB A ports on the hub only supports data transfer.
