What angle does this sharpen the blade to?

I believe it's 22/23 degrees. I love this for all my knives.

How many strokes through each slot?

That depends on how dull you let your blades get. I steel my knives every other time I use them, so I only need to pass the blade (gently) through each slot 3 to 5 times. My KAI knives never let me down.

For best results, should the knife blade be 'sawn' back and forth or drawn repeated times in one direction only through the slot?

According to the manufacturer's advise, the knife blade should be drawn repeated times in one direction only. Precisely speaking, from the end of hand holding part toward to the person holding the knife.
