I'm not sure of the exact measurements, but an adult or teen could easily put them over their bodies. Probably too big for smaller kids.

Can this fit 4 year olds?

They're a good size. My grandkids, ages 5 through 12, use them. Might be a little big for a 4 year old.

We have a family member who is probably around 225, and they use these every time they come over to swim.
