Q: Tips look round in the picture, what I received is flat, are they damaged or is that what they are supposed to be?

The tips are flat on the ones I received, but uses have not complained.

Q: where are the bases for screw on tips

The tips are already on the piece. There is no screw up top with this model

Q: Do these work on pool sticks that don't have removable tips? Can they just go over existing tips?

The tips come in various sizes and it is likley that the larger size will go over the end of a regular pool stick.
