Yes, the one I have came with a lock and 2 keys.

Do you make a box to fit between between 24 inch wall studs

It depends on which box you order. This one is 14" wide, so it's designed for studs o 16" centers. A 22" wide box would fit between studs on 24" centers (or you can use two short studs on each side to fill in the 8" of extra space to fit a 14" wide cabinet - not recommended because 2x4 studs are closer to 1 3/4" x 3 1/2").
