Can this be used under makeup? Is this a morning & night treatment?

It is easily applicable under makeup. I choose to do it in the morning but see no reason not to use at night too. Remember less is more when using this. I got it on my face and then gingerly spread it out. I even use it on my eyes areas.

Can you use it on your face for tightening up my "laugh lines"?

I have never tried it, but it states to use for lines.

Is this for the lower eyelids?

Yes it is for lower eye lids but I would not recommend this product. It looks like it has a lot of good ingredients but mine was so runny when I put some on my finger it ran so much I had a hard time putting it on my eyes. I felt like I was paying mostly for water. That also made me question the quality of the ingredients.
