Why wasn't my map shipped rolled up?

I received my map rolled up in a small tube.

Would this work as a Road trip planner with interstates and lesser highways on it?

No, this map does not have any lesser highways on it, so would not do as a road trip planner without an accompanying atlas.

It’s laminated so folding it would probably ruin it
