Will this adhere to aluminum?

Manufacturing recommendation probably best, but... I used on an aluminum sliding glass door track and so far so good. The application was probably a lost cost to begin with. Had to over build thickness of JB Weld so adhesion was really put to the test. I might note that aluminum was fresh sanded and cleaned very well with Berrymans B12 Chemtool

Will it bond metal and concrete in MN cold weather outside?

If you try to make the bond in cold weather, it probably won't set. However, if you make the bond during warm weather, it will probably survive your cold winter weather.
