Are the 25 and 50ml volumes to a line or to the rim?

The measures are to the Rim, however still pours easily into your glass without spilling

Does it actually hold 50ml or does it measure short?

It does actually hold 50ml. Doesn't measure short

is there lines inside the jigger to show 35mls in the 50 ml end and 15mls in the 25ml end as well?

Thank you for your email. I can confirm that there are no lines inside, just the 50ml and 25ml.

Are the measurements written on the jigger? Description and picture give conflicting information?

Yes, the measurements are printed on the side of each cup. The smaller cup (bottom) is 25 ml - a single measure, and the larger cup (top) is 50 ml ( a double measure). Hope this helps.
