Does this driver have a minimum load?

There was no minimum load specified, just the 24w maximum load. I am using two: one with around 12w and one with around 16w

This a mains voltage to 12 Volt power supply. Hence, if you have a 12 Volt battery you are able to use your battery to power any 12 volt LEDs you may have. I believe the Coolwest power supply Is not meant to charge batteries, but check with the manufacturer for guidance regarding the use for charging batteries.

Iwish to run 12 led 12v 5w lights from this unit am I over its limit and what is the next size up?

To find the size of driver you need, multiply the number of bulbs by their wattage. it's advised that the total wattage of the bulbs combined should not exceed 80% of the transformer's wattage. The wattage of your lights will be 60watts (12bulbs x 5watts each) which is the total wattage of this transformer. The minimum size of transformer to power your lights will therefore need to be 72watts.

Can i run this with a arotelicht 12v led uv blacklight strip 5m 300leds ip20 smd2835, so it does not flash?
