Why is the charger blinking?

Probably defective. Mines doesn’t blink.

Will this disconnect if the batteries are full ?

It shows a different light if batteries are fully charged so I assume yes

What color does it change to when the batteries are fully charged?

Depending on the battery, the light above the section that the battery is in will turn blue or both lights will turn blue when the battery is fully charged. I haven’t put 2 batteries in to charge at the same time. I did once and neither light turned blue. I just charge 1 battery at a time.
