Is this necessary if i want to simply listen to my FLAC audio files music/gaming from my Samsung Note 10+ paired to Moondrop Aria's se IEM's?

Necessary? No. Will it improve your experience? Most definitely.

Since it comes with a lightning adapter, do i still need a lightning to usb camera adapter to connect my iphone like so many other dac/amps or not?

The included lightning adapter works with my iPod Touch (6th or 7th generation) so I'd have to say no, you do not need the apple camera adapter.
