Question 1

With it being used with an oscillating fan, would it help cool a small room?

Actually it works well in a decent size room I have several of them both in my home office as well as my large grow tents that are 8x4 ft by about 6 and 1/2 ft tall and I do have other fans that move the air and things like that but what I like about these is that, 
I've been through multiple cheaper devices and if you want cool air you either need some form of evaporative cooling like this offers or you need refrigerant which is not good for you or the environment so the way that they work is similar to your old swamp cooler that had pads in it with water flowing over them the air is sucked through or past that pad and blown over it so it's cooled before it leaves the machine.
Don't forget this is going to also depend on where you are located and what the weather is like if it's completely humid don't expect a saturated pad to cool things down much more than just a fan without the pad. However for those of us who live in dry States like Arizona New Mexico Utah California well all over the place, these are amazing especially for those of us who want to control climates very particularly in our Grow rooms this is my go-to

It looks like it has a light. Can that be turned off?

Yep super simply you just do a long press on the button and it shuts off the night light or that blue light you're seeing. The only light that does stay on is the top LED however if you are handy with a screwdriver you can disconnect that really easily but if you don't want to do that to something you just spent 100 plus dollars on you could put a piece of tape over it if you want it to be completely light free I will say the only reason I disconnected the light was because I use it in grow rooms and don't want it to mess with times or photo times AKA light and dark times.

Why is the cartridge brown-ish?

First of all, that's absolutely ok! The color of the cartridge material may differ from white to gray and slightly yellow depending on the batch and conditions it was stored and shipped in but it does not affect its efficiency. It's not a sign of a used/dirty cartridge but a natural color of basalt: we don't use any chemicals, coloring, or bleach to whiten the material. This is to ensure our materials are environmentally friendly.  Basalt fiber may leave a small amount of dust on the plastic surface, that's absolutely harmless and you can wipe it with a soft cloth.

can it be used in a car?

As evaCHILL is extremely energy-efficient, it can be powered from a car power outlet with a capacity of at least 2A 5V. Being leakage-proof, it can be used when the car is in motion as well as during stops, just ensure it is placed on a smooth horizontal surface.
Also, please, note that the device won't cool down the temperature in the entire vehicle, but it will generate a nice cool and humid breeze directly for the person sitting nearby.
