do you have to use all the contents or can it be used as needed

Once activated the the contents are only good for about 12 hours. So be sure to use it all when you are ready.

Is this good for a bare metal gas tank ?

Not as a primary application. When painting bare metal, it is best to use an etching primer first. Etching primers contain acid with slightly eats into the metal and gives the primer and paint a surface to cling to. After using an etching primer, The Eastwood 2K is great as a finishing primer to prepare the metal to take the color coat, even if the final coast is clear.

Does this need to be sanded or does it coat smoothly?

Yes, lightly wet sand with 400 or dry sand with 320 will work also.
