Will it transmit vocals using a 3.5 mm adapter?

I kind of don't quite understand the question. If the question is that you want to change the 1/4 to 3.5 mm to connect a laptop or ipod or things like that to have a wireless sound, than yes it will work. Have done it a lot of times.

The TA4F connector is designed to be connected to a Shure or other wireless "body pack" transmitter that accepts such a connector. The 1/4-inch TS mono connector is designed to be connected to a guitar or other such instrument, e.g., for wireless transmission of the instrument's output to the wireless receiver the transmitter is linked to. The output of the wireless receiver is then usually plugged into some type of mixer or amplifier. Not quite sure how or why anyone would want to "hook" the output of a wireless transmitter or receiver to a computer ...

Using the shure blx14/cvl for a satellite speaker. can i use this adapter for the transmitter to my mixer?

This cable isn't what I'd call an "adapter." It has a specific purpose … connection of a standard 1/4" mono instrument cable plug/output to the mini XLR (TA4F) socket on a Shure BLX body pack wireless transmitter. The 1/4" end of the cable will generally work to send any mic-level signal emanating from a 1/4" socket to the body pack (a line level signal will most likely overload the mini XLR circuit in the bodypack), but as the name indicates, the transmitter does only one thing: transmits a wireless signal to a Shure receiver, which, in turn, has to be plugged into whatever mixer or other device you're using to amplify/broadcast that signal so that it can be heard "live." The Shure receivers have both standard XLR and 1/4" output jacks for that purpose.
