Q: does the shackle completely come out of the padlock body?

Yes, it does. Once the lock is opened with the key, the lock body will have no attachment to the body and will fall away if your not holding it. I think it is a very nice feature of this lock. Bill

Q: Will this work to lock up my electric breaker box panel?

Check the diameter of the shackle. Mine is approximately a 1/2”.
